These failures are often endemic in public agencies. Many departments, including police and fire services, operate outside centralized timekeeping platforms like CityTime or Kronos. Manual submission remains the norm. Overtime is logged on paper, keyed in by clerical staff, and routed through multiple layers of review鈥攐ften with no audit trail.
